Good afternoon
You will need to provide a private appraisal signed by a licensed appraiser with the intended user indicated as the City of Venice for the FEMA 50% Substantial Damage Threshold determination. The building value will need to be high enough so that 50% of the value is greater than the cost of repairs. If the cost of repairs is greater than 50% of building value, the structure will be deemed substantially damage and will need to meet current code requirements.
